Solution for the Dance-Bar issue?

As said earlier I do not belive that a ban on the dance bar is going to work as intended. So here is my solution to the issue.

• Close all the bars which do not have proper license with them. This will reduce the number of dance bars to a manageble one. Also control the new licenses as well.
• make it compulsory for the bar owners to have cameras in the bars which will deliver the live telecast to the nearest police station.
  
• Employ a few people to monitor the activities in the bars via this telecast.
  
• Report all the suspicious activities. If somebody is throwing in thousands/lakhs of cash in a day, report it to the Income Tax department. I shouldnt be difficult for police to find out the real life identity once they have a video film

This will keep a tab on all the activies going on in the bars. :-)
What do you think? Is this practicle? Have I overlooked any obvious loophole?
